Q: US President Bush recently signed into law the US Foreign Relations Authorization Act Fiscal Year 2003, which contains several China-related sections and he also made statement that the One China policy has not changed and the signing of the Act did not constitute his adoption of the various policy proposals in the Act or their incorporation into US foreign policies.  What is China’s comment?

A: The US Foreign Relations Authorization Act Fiscal Year 2003 contains several China-related sections, which violate the principles of three Sino-US Joint Communiqués and the One China policy that the US has reiterated on many occasions.  It is a gross interference in China’s internal affairs and China will never accept.  This act was signed into effect despite repeated solemn representations by China to the US side, and we are strongly dissatisfied with it.

We have noticed the statement by President Bush upon the signing of the Act that the above-mentioned China-related sections are inappropriate, the One China policy of the US remains unchanged and the signing of the act does not mean he has accepted the policy proposals or incorporate them into US foreign policies.  We hope that the US side will honor its words and refrain from implementing the above-mentioned erroneous sections to avoid any negative impact on China-US relations.
