Q: Are there any new developments of the three American born Koreans arrested at the Mongolian border? Do you have any knowledge of Albert Lui who was arrested because of abduction of his colleague?

A: For your first question, I would like to make clarification on the identification of these people. My knowledge is that there were three people involved in organizing illegal human smuggling. Relevant departments of China are now dealing with the case. The three persons are Chun Kee Won, Choi Bong Il and Choi John Daniel. The first two are Koreans and Choi John Daniel is an American born Korean. I have no further information of them.
For your second question, I have no knowledge of it but I can make inquiries for you.

Q: Some officials of the Japanese Foreign Ministry, including the Japanese Ambassador will be punished because of mishandling of the Shenyang incident. What’s your comment?

A: I believe it’s the affair of the Japanese side. For China, the case is over.

Q: Is there any development of the murdering of the Chinese diplomat in Kyrghz?

A: I’ve read the report that the Kyrghz police have arrested the suspects of the murdering. China and Kyrghyz have enjoyed sound cooperation in mutual judicial assistance. We’ll follow relevant laws and agreements.

Q: Among the Permanent Members of the UN Security Council, only China and the US do not support ICC. What’s China’s position on the stalemate between the ICC and the Security Council?

A: China has always supported an independent, just, effective and well-represented ICC so as to punish the most serious international crime. China has been playing a constructive role in the whole process of the establishment of ICC, including the Roman Diplomatic Conference and the following work of the Preparatory Committee. Although China is yet to be a party of the Statue of Rome because of some reservations it has, it will continue to watch closely the work of the ICC.

Q: Last week more than 100 civilians were killed by US bombing at a wedding ceremony. What’s your comment?

A: We express our concern over the tragedy. We support the efforts made by the international community in fighting terrorism. But at the same time, counter-terrorism campaign should avoid causing injuries and death of the innocent civilians. We hope that relevant parties can take effective measures to prevent such things from happening again.

Q: It’s reported that a Russian scientist was tried in Vladivostok. He was charged with espionage for China. What’s your comment?

A: I have no such information therefore I am in no position to make any comment.

Q: You just said that China has some reservations of the Statue of Rome. Can you be more specific in the reservations?

A: Our reservations are, the principle of supplementarity has not been fully reflected, we’re yet to come to a definition of the crime of aggression and there are no checks and balances necessary for the prosecutor’s right to initiate investigation.

Q: Kyrghz Press said that the Kyrghz Police believed that the suspects of the murdering of the Chinese diplomat were members of a group asking for Xinjiang’s independence. Has the Kyrghz side briefed China on this information?

A: My knowledge is that investigation is still going on and no final conclusion has been made yet.

Q: It’s the Independence Day of the US today. Have you heard any news that the US interests in China are under threat?

A: We wish to extend our congratulations to the American people on their Independence Day. I haven’t heard any news that the US interests in China are under threat.

Q: It’s reported that Minister of Foreign Affairs of North Korea will hold talks with the US Secretary of State during the ARF meetings. If the news is true, does it mean that China has played some role in-between?

A: The current situation there in the Korean Peninsula is moving towards relaxation, with measures being taken by both the North and South to improve their relations. We hope and support the efforts of them to enhance mutual trust, exchanges and cooperation through dialogue so as to improve their relations. China has always been devoted to peace and stability in the Korean Peninsula, supporting the improvement of relations between the two sides and a final peaceful reunification on their own. China will continue to play a constructive role in the question of the Korean Peninsula in the future.

Q: You just said that the situation in the Korean Peninsula is moving towards relaxation, then how do you explain the clashes between the naval ships of the two sides in the yellow sea last week?

A: China expresses its concern over the exchanges of fire. However, believing that it’s only an episode of the whole situation, we still hope that the situation there will continue to develop towards the direction of relaxation.
