Wang Yi Attends Ad Hoc Meeting of Foreign Ministers of the Member States of the Conference on Interaction and Confidence Building Measures in Asia (CICA)

On September 24, 2018 local time, State Councilor and Foreign Minister Wang Yi attended the ad hoc meeting of Foreign Ministers of the Member States of the Conference on International and Confidence Building Measures in Asia (CICA) in New York. More than 20 foreign ministers or representatives of the CICA member states were present.

Wang Yi said that since the Chinese side assumed the presidency of the CICA in May 2014, it has promoted the CICA process for a series of new progresses. The concept of the CICA security cooperation has been further enriched; the consensus on mutual trust and coordination has been further consolidated; the level of confidence building measures has been further improved; and the partnership network has been further expanded. With the active participation of all parties, the cooperation potential of the CICA has been unleashed, and the overall cooperation has gradually been deepened, and the participation and visibility in international and regional affairs has been greatly improved. The CICA has become a security cooperation forum that has the widest coverage, largest membership and most representation in Asia, playing an important and constructive role in promoting regional stability and prosperity.

Wang Yi said that we should continue to uphold the CICA cooperation concept and constantly enrich the practice of the CICA cooperation, so as to jointly ensure security, jointly maintain stability and jointly seek development.

The first is to join hands to blaze a trail of security featuring lasting peace. We should continue to adhere to the concept of common, comprehensive, cooperative and sustainable security, accommodate each other's concerns, conduct candid communication and dialogue, and enhance mutual trust and coordination, so as to jointly break new ground for security cooperation in Asia.

The second is to join hands to blaze a trail of development featuring win-win cooperation. We should vigorously promote economic and social development, focus on improving people's livelihood, and ensure that all countries and people of all classes share development dividends. The Chinese side will stick to the principle of extensive consultation, joint contribution and shared benefits and deepen the integration of development strategies with all parties to ensure that the joint construction of the Belt and Road Initiative will better benefit the people of all countries.

The third is to join hands to blaze a trail of innovation of brave reform. We should abandon outdated concepts, firmly oppose unilateralism, protectionism and hegemonism, promote more just and reasonable multilateralism, and adhere to the common decision-making of countries regardless of their size, wealth or strength, so as to push for the building of a new type of international relations.

The fourth is to join hands to blaze a trail of integration featuring openness and inclusiveness. We should adhere to mutual learning, strengthen coordination and improvement of existing regional cooperation mechanisms, jointly establish the partnership featuring peace, cooperation, equality, openness, inclusiveness and mutual benefit, and make concerted efforts to forge a community of shared interests, responsibility and future.

Wang Yi emphasized that as an advocate, participant and promoter of regional cooperation in Asia, the Chinese side calls on all the CICA member states to make joint efforts to advance the CICA process. All parties should continue to explore the building of a regional security framework that is consistent with the characteristics of Asia, and to conduct a study on promoting the participation of the CICA in solving regional hotspot issues. All parties should constantly deepen cooperation in confidence building measures in various fields, ensure the effective operation of the relevant mechanisms of the CICA and consolidate the social and public opinion foundation of the CICA. All parties should constantly enlarge the composition of the CICA, expand exchanges and cooperation between countries and international organizations in and outside the region, and well build the friend circle. All parties should strengthen the capacity building of the Secretariat.

Wang Yi announced that the Chinese side will hand over the responsibility of the presidency of the CICA to the next presidency, Tajikistan.

Foreign Ministers of Tajikistan, Kazakhstan, Turkey, Pakistan and other countries exchanged views on the CICA cooperation and reached many significant consensuses. All parties made positive evaluation on the development achievements of the CICA in a unanimous manner, spoke highly of China's contributions to promoting the development of the CICA process since China assumed the presidency, and stood ready to actively support Tajikistan in well assuming the responsibility as the next presidency. All parties agreed to actively participate in the CICA process, deepen the CICA cooperation, and take full advantage of the new opportunities brought by the construction of the Belt and Road Initiative, promote common development, actively promote just and reasonable multilateralism, promote the building of a new type of international relations, and make concerted efforts to forge a community of shared interests, responsibility and future.
