Wang Yi Holds Talks with Foreign Minister Miguel Vargas Maldonado of the Dominican Republic

On September 21, 2018 local time, State Councilor and Foreign Minister Wang Yi held talks with Foreign Minister Miguel Vargas Maldonado of the Dominican Republic in Santo Domingo.

Wang Yi expressed that the Dominican Republic resolutely established diplomatic relations with the People’s Republic of China, and joined the mainstream of the international community that upholds the one-China principle, making itself stand with other 177 countries in the world. It conforms to the fundamental interests of the Dominican Republic and its people, as well as complies with the general trend of the world and the times, and thus is a totally right decision. Since the establishment of diplomatic relations four months ago, the two sides have integrated comprehensively and made much progress with a good start.

Wang Yi said that the Chinese side appreciated the Dominican Republic side for fulfilling the commitment of establishing diplomatic relations with practical actions. Only by unswervingly upholding the one-China principle can China and the Dominican Republic establish and accumulate enough mutual trust, and can a solid political foundation be laid for the development of the relations between the two countries, thus to build the mansion of mutually beneficial cooperation.

Wang Yi noted that for the next step, we should give full play to the guiding role of the head of state diplomacy, jointly draw up the blueprint for the development of relations between the two countries, and lose no time in promoting practical cooperation in various fields. The Dominican Republic side has the unique advantage of undertaking the extension of the 21st Century Maritime Silk Road towards Latin America. The Chinese side expects and welcomes the Dominican Republic to become an important participant in the joint construction of the Belt and Road Initiative, so as to provide new assistance for deepening bilateral mutually beneficial cooperation. The Chinese side is willing to, in line with the actual development needs of the Dominican Republic side, strengthen bilateral cooperation in such fields as electricity, port, and infrastructure construction, and encourage Chinese enterprises to increase investment in the Dominican Republic. Both sides should also constantly expand exchanges at all levels and in various fields, and promote people-to-people bonds. In addition, the Chinese side has always advocated that all countries are equal members of the international community, regardless of size, wealth or strength. We will actively support the Dominican Republic side in playing an important role in the United Nations (UN) Security Council, the Forum of China and the Community of Latin American and Caribbean States, and the Forum for East Asia–Latin America Cooperation (FEALAC), and stand ready to enhance multilateral cooperation with the Dominican Republic side, so as to jointly well safeguard the legitimate rights and interests of developing countries.

Miguel Vargas Maldonado thanked State Councilor and Foreign Minister Wang Yi for visiting the Dominican Republic just after four months of the establishment of bilateral diplomatic relations. The visit has made the government of the Dominican Republic feel the great importance China attaches to developing relations between the two countries. Establishing diplomatic relations with China conforms to the interests of the Dominican Republic and its people. Strengthening its relations with China has become an important direction of the foreign policy of the Dominican Republic. I agree that political mutual trust is a key basis for developing relations between the two countries. The Dominican Republic side is committed to developing closer Dominican Republic-China relations on the basis of mutual respect, mutual benefit and win-win results. The government of the Dominican Republic reiterated that it will firmly uphold the one-China policy and support the UN General Assembly's Resolution 2758 which embodies the one-China principle. The Dominican Republic side supports the Belt and Road Initiative, and believes that the initiative will bring great interests to Latin American countries. The Dominican Republic side stands ready to, together with the Chinese side, enhance exchanges at various levels, and deepen mutually beneficial cooperation under the framework of the Belt and Road Initiative. The Dominican Republic is about to assume the role of non-permanent member of the UN Security Council for the first time, and is willing to, together with the Chinese side, intensify communication and coordination in the UN Security Council, the FEALAC and other multilateral organizations, and deepen the development of relations between China and the Caribbean Community.

Both sides also exchanged views on international and regional issues of common concern. After the talks, Wang Yi and Miguel Vargas Maldonado jointly signed the memorandum of understanding on the establishment of political consultation mechanism between the two foreign ministries.
