Wang Yi Talks About the "There Adherences" for Safeguarding the JCPOA on the Iranian Nuclear Issue

On June 15, 2018, when jointly meeting the press with visiting Foreign Minister Mevlüt Çavuşoğlu of Turkey in Beijing, State Councilor and Foreign Minister Wang Yi expressed that the Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear issue is an important outcome of multilateralism. It does not come easily and should be safeguarded, and what is important is to accomplish three adherences.

The first is to adhere to principle. The JCPOA is an international agreement examined and approved by the United Nations Security Council. It plays an effective role in safeguarding the international nuclear non-proliferation regime and promoting peace and stability in the Middle East, on which the international community has a universal consensus. The International Atomic Energy Agency has confirmed for 11 consecutive times that Iran has fulfilled its obligations in the nuclear field of the JCPOA. There is no reason not to safeguard the seriousness and authority of such an effective agreement.

The second is to adhere to dialogue. Issues cannot be solved by sanction or force, while the real way out for settlement is dialogue and negotiation. The JCPOA on the Iranian nuclear issue is the outcome of patient dialogue in itself. The JCPOA on the Iranian nuclear issue, for sure, is not an agreement for resolving all issues. As the saying goes, "Only one umbrella cannot keep the rain off for hundreds of people". Therefore, issues beyond the agreement should also be solved through dialogue. The key is to maintain patience and uphold the spirit of dialogue rather than confrontation.

The third is to adhere to cooperation. The negotiation on the Iranian nuclear issue has been going on for more than ten years. All parties and even the international community have made great efforts for it, aiming to address concerns of all parties and turn confrontation into cooperation. That's the point of the JCPOA on the Iranian nuclear issue. China has always been conducting open and transparent cooperation which benefits people's livelihood with Iran on the premise of fulfilling its own international obligations, and is glad to see the international community conduct cooperation and exchanges with Iran. China hopes that the cooperation of mutual benefit and reciprocity will continue without any interference.
