On the morning of June 3, 2003, visiting
President Hu Jintao and his Kazakh counterpart Nursultan
Nazarbayev held a talk. Both sides exchanged opinions and
reached broad consensus on bilateral relations, regional
situation and major international issues.
President Nazarbayev extended his warm welcome
to Hu on the part of Kazakh government and peoples and
expressed his belief that President Hu's visit would push
forward the development of the Kazakhstan-China relations.
President Hu reviewed the development of
China-Kazakhstan relations. He stressed that Kazakhstan was
an important neighbor of China. He said that maintaining and
developing long-term stable good-neighborly ties based on
mutual benefits and cooperation not only served the common
aspiration and fundamental interests of the two countries
and the two peoples, but also were conducive to regional
peace, stability and development. He promised that the new
Chinese leadership would stick to the principle of
developing neighborly friendship with Kazakhstan and promote
bilateral cooperation based on mutual benefits.
Meanwhile, President Hu raised four proposals
to promote China-Kazakhstan ties. First, the two countries
should deepen political mutual trust and keep high-level
contacts, and strengthen mutual contacts and supports;
second, intensify cooperation in economy and
trade, especially in the energy sector; third, expand
exchanges and cooperation in science and technology,
education, culture, sports and health; fourth, strengthen
cooperation in dealing with international affairs,
particularly further cement contact and coordination within
the framework of the United Nations and the Shanghai
Cooperation Organization.
Nazarbayev noted
that to develop long-term and stable strategic partnership
of coordination constituted an important part of the
Kazakhstan's foreign policy, which not only served the
interests of both sides but benefited regional stability,
security and development. He said that since the two
countries forged diplomatic ties a decade ago, bilateral
friendship had grown rapidly and reciprocal cooperation had
been carried out in all fields, with that in the economic
and trade field especially fruitful. He noted that the two
countries shared identical or similar stands in many
international affairs and conducted quite good cooperation
on some major problems. The Kazakh side quite appreciated
the four proposals on further developing bilateral
reciprocal cooperation raised by the Chinese
side.
Hu briefed Nazarbayev on the severe acute
respiratory syndrome (SARS) situation in China, extending
his appreciation to Kazakh government and people for their
understanding and support. He stressed that the Chinese
government would continue to take effective measures of
prevention and quarantine along the border with Kazakhstan
to prevent the disease from spreading out of China with a
highly responsible attitude.
Following their
talks, the two leaders endorsed a joint declaration and six
other documents on cooperation between the two sides in
different fields were also signed.
At a joint
press conference after their talks, both sides highly
evaluated the Sino-Kazakh relations and expressed their
willingness to promote bilateral exchanges and cooperation
to realize common development. They also answered questions
on the future development of bilateral ties, the strategies
of the Development of China's West and China-Kazakh trade
and economic cooperative development.
