Your Excellency,

Glad to hear that you were elected President of the International Court of Justice on February 6, 2003. I sincerely congratulate you on that. You are the first Chinese who was ever elected President of the International Court of Justice. Your election shows how the international society affirms your erudition and your justness. It is the glory of you yourself, of the Chinese law field, and of our country and people.
